The survivors either live alone, or in small enclaves, creating a mini-society in this broken world. There are certain individuals among the survivors named "pilgrims". Pilgrims are scouts. They never settle in one spot, and they're always on the move. The small civilizations often get them to deliver messages between enclaves.
