Demons are more of negative energy the opposite of "gifts" these are raw unfiltered completely fueled by negativity and wild emotions, which can distort mental reasoning and emotions. Armed forces and police still exist but there are more gifted ones than normies. There are inherited gifts, which are gift bound to a specific bloodline. There is no exemption from these abilities even animals and most times objects(mostly evil ones) The world has adapted to these gifts and made facilities and schools for people with them
