Whenever you cause a crime, you will get a wanted level. Also when you commit crimes you will have bounty, but if police loses sight of you, they will keep searching for some time before giving up. You can drill through bank vaults to get money or rob jewelry shops. You can surrender when you have a wanted level, but you will be arrested. You have a cellphone, which you can use to call allies to fight along you. You can buy melee weapons and guns in some stores, in gun stores you can also buy helmets and vests to protect yourself from bullets. You can also take citizens as hostages.
