Luckily Starswirl could send him back to his original dimension, but also got trapped in it, for 1000 years until now, he has come back to warn everypony, along with Twilight who had also had other encounters with Bill Cipher. Bill is a chaotic creature, but even more so than Discord, its like a version of Discord whose chaos is nightmarish and horrific rather than fun and silly. Celestia and Luna know very little of Bill Cipher and only know about him through the diaries that StarSwirl left behind. But most ponies dont know him. Now Twilight and Starswirl barge into the Grand Galloping gala in which many friends have attended.
